      They're used for Cube of Fate, which is an instance you can run by yourself for random chances to win prize and maybe get a lot of exp/sp at the end if you successfully complete the Cube.

      You can either sell them, or keep them for when you hit the level needed to run Cube.

      You need to be lvl 40 to start doing the cube.
      If you notice in every major town there is a khatru pup and an adventure assistant. These two npc can teleport you into the cube.
      You can only do the cube once per day since you can only get one duty badge a day (which is required for starting the cube "quest").

      So aside from snowmen, how does one normally acquire Dice Tickets? And what kinds of prizes can you get in Cube of Fate?

      1 mirage stone can be made into 2 dice tickets
      prizes inside are chips from certain rooms used to make molds[theres the mysterious merchant in 1k streams to exchange], xp if you complete it, need to be 75+ to be able to complete some of rooms

      yes but its super super DUPER secret i heard if you use the perfect world "Search" option and do cube guide that something MAGICAL happens, then again the Internets may explode if someone uses the search function for a change, who knows...

      Perhaps because they want dice tickets for ultra cheap? =) On Sanc, mirage stones go for about... I think 40k? Not sure, but yeah. 1k dice tickets, is ULTRA cheap. lol

      Don't make them with mirages. It cheaper to make them from chips at the 1k merchant.
