unable to install game

there is a thread about this already but its not clear as to how to fix this problem,
ive direct downloaded pwi on my laptop its finished downloading at opens up in notepad saying :

[autorun]
open=Install.exe
icon=icon.ico


ive tryed redownloading but its not working keeps opening in notepad
can anyone give me step by steps asap.

    Yes, I've been away from this game for a couple months now, and I really wanted to play again. This is just really frustrating when the download alone takes hours for me...
