Faction Base Contribution Points from Quiz

Some reason after I upgraded my faction base Monoloth II whenever anyone does the Quiz quest it says they get 150 contribution points, but when you try to donate them, it shows as 0 (zero). It didn't do this before I upgraded it.

Is this a bug, or anyone else have this issue?
Evolution: Dungeon Master > Bards Tale > Ultima > Archlord > Perfect World

    Options
    Quiz gives contribution only, not construction points or materials (and never has.) Neither does Wandering Artist, when you get the monolith up to level 3.
