Unabke to play

I downloaded everything to the perfect world game, but seem i still need this directx 9.0c download and i have no idea where to get it from, just keep finding all these sites with updating computer scanners.
Can somebody help me so I can just play this game?

    Patch notes.
    2) The game engine has been updated to utilize DirectX 9.0c. If you encounter an error that states "This application has failed to start because d3dx9_42 was not found" you will need to update your DirectX End-User Runtime. It is located at:
