yes i've read a thread or atleast the 1st page on the dx9 issue and to redo your dx9 runtime. but i've got dx11 .
is it the same issue with runtime. or a different one entirely

The problem is that new versions of directX (10, 11) only have a part to minimal backward compatibility with directX 9.
You need to download the complete (and older) version of Direct X, the 9.0c. Having you computer up to date is not enough.0 -
and i'm unable to do that without admin privilages so it seems my pwi days may be over unless theirs a way around it. other then actually downloading and installing it.0

Why you can't access it, college computer, friend's computer or someone's computer, probably you can find the file online but pretty much dangerous downloading a dll since you donno what it is from the source as trustful or what it contains.0

Yep the link is that one. Just to put things clear, having you computer updated only with the automatic-updates is not enough.
You need to manualy install this version provided by the Van's link.
They are the complete version of the DirectX 9 libraries, witch is an older version, not the newest version 11, but is an updated version 9, not an out of date version 9.0 -
the reason i can't. is because of no Administrator privilages. to run or install anything i need them. my home comp can't handle pwi very well, and tw the main reason I still play which was just upped to 10 man teams which i'd love to try, is never gonna happen on my home comp. and no tw = no pwi for me.
and they even ask not to download anything to the computer itself. so unless theirs a way to allow direct X 11 without the direct X 9 full version then i'm basicly done with pwi entirely.0 -
One and only way is to get a working dll file off of someone else's PC and see if that can work, most importantly you should back up the original one before you do so, i see no other way except for that way.0

I don't think so, dynamic libraries must be registered in the windows registry to work properly, otherwise they will be only a lost file at your system's folder.
Dealing with dll directly is dangeous if you don't know that you are doing, and besides that, to access the registry you need access rights the same way.
Just ask someone with access rights to install and use the link to the microsoft website.0 -

If you are on your parents computer as a guest user, or some such thing like that i recommend telling your mom/dad/guardian, that you need this update. its takes 5 minutes, uses almost no space and wont effect any functionality at all. is a trusted DL from mircosoft its self, so worries about viruses. good luck and good playing.0 -

Oh well, pretty much stuck this way until he/she gets the person who has admin access to the computer and allows him to install it.0 -
and no a i'm not on my parents computer lol, don't even live with my parents. i have a home computer to myself but it's not powerful enough to be able to do tw very well so i don't even worry about using it.
the computer i do use for tw, the only admin rightw would require me to go through many channels just to access it, and even then i doubt it would occur since it'd half to go as an update through an entire network.
sent in a ticket to see what they can do. they recieved and said to give it 24 hours, so in pwi words that's 3 days to a week.
and according to one of the admins their working on an update for the patcher and launcher to fix all of the issues that are currently popping up so as it is i'll just half to wait it out.0 -

It's not like we are going back. See the DirectX 11 have the core parts of the older versions 10, 9... It uses them so we have backward compatibility and we can play games released few years ago just fine. But it does not contains an entire an old-fashion version 9 environment. Just the parts needed for the most cases. Sometimes a game is designed to use version 9 in a more specific way, and you need to complete your DirectX 11 with the missing parts of version 9.0 -

Let me explain. The "update" of the directx runtime is not a true "update." What happens is files are installed that directx 11 doesn't need (it has different files), but the game does need these files to work properly. basicly pwi and elementclint are out of date. and the new stuff doesn't keep track of the all the old stuff so it needs to add the old to the new to let the old work. . . . . . in lamens terms0 -
see if you can find an old motherboard or or video card driver disc that has directx 9.0 on it0

Even when i install the game on account with administrator rights and change to account with restricted rights, i cant play the game, it just dont start.0 -

i manage it perfectly fine off of an external hard drive, since the majority of playing the game up till now requireng the direct x upgrade hasn't required anything that your average computer would have, much less an overly updated one. and it didn't require to play it with administrator access either. so all i needed was to install it on my cpu which sucks donkey balls, and fcc's at 7 frames *which i can still heal + take heads + dd on ironicly* but can't tw worth sh*t or go to raging tides *yet i can nirvana fine on it too lol*
then for tw i'd borrow a friends computer, or check out a comp from my school and tw on it, since that didn't require any admin privalges at all. but this does.0 -
There is a very simple solution to the directex problem but pwi never seems to care...
just put the ancient (3 years old!!b:beatenup) directex9c file to the download section along with the game and patch download files and and instruct the users how to install it.0
