I am such a noob... But anyway, help getting to the city of raging tides?

So I need to get to the city of raging tides for my second quest, as I'm using an assassin. I need to find an elder or something? Anyway, I'm stuck in dragonfang village, i've walked all over the place, swam places, tried to teleport... Yes I'm hopeless.
So... WHAT do i do exactly?
Sorry, this is my first time playing PW... or... any mmorpg really. :P

    In Dragonfang Village, there is a big house to the east of Vanguard Isis (the NPC who gave you the Quest), you will see a pathway leading into the house, and a sort of blue halo inside of the house. That is the teleport array, walk in the middle of it and you within a few seconds you will be teleported to the central square of the City of Raging Tides.

    The Elder is located in the northern part of the city if i'm not mistaken.b:victory

    To get to City of the Raging Tides from Dragonfang Village, you have to go through the blue portal in Dragonfang Village.
