can I get clothes without using the PW store? not equipment, the fashion stuff

You could purchase it off of other players.0

You can buy them from other players, buy Gold from other players through the Auctioneers, and I think some of the swimwear related clothing is a event reward, although I haven't done the event myself.[SIGPIC][/SIGPIC]0
