So is the TW scheduler biased such that it puts things on top of one another as opposed to spreading them out? I could understand with a zillion wars it would need to schedule things on top on each other but with this many, why not spread them out so there is little or no overlap? Are double and triple defends the preference?

Yes. TW scheduling has been known for a long time. Here's a start: http://pwi-wiki.perfectworld.com/index.php/Territory_War_Scheduling it may be out of date due to TW changes but it's still similar in that it prefers stacking wars.
