I have a setup as potent as the OP's, and I too have issues at times. One thing I have discovered that helps is MAKE SURE Steam and Origin (Battlefield games) are both turned off.

It's true that a lot of older games will not play as well on the newer systems. For the simple reason is that they are set up for the newer stuff.

The only city I've been having trouble with lately is Arch, mainly due to the snow. I know it's not just me as I know plenty of others that avoid Arch as much as possible as well due to the snow right now.

These are my specs, which are probably "lesser" than the OP's

    AMD A8-3850 2.9 Ghz
    8 GB of RAM
    Windows 7, 64 bit
    1 TB Hdd
Nvidia chipset GTX 550 Ti x1

and this lets me runs this game to 25-50 fps with effects to all around the middle, even in TW

Happens to me too, my PCs a custom alienware with Quad 3Ghz, 8gb ram, win7 ulitmate 64 bit, 500gb sata and a niv 1gb graphics card and it still drops me to 10-15 fps in towns.

    This is a decent answer.

If you have an older graphics card, like a 7900GT, with a really really fast dual core, it works about the best. Toss in some SSD's and you should get good performance in towns.

That kind of setup will also get good FPS out of cities, but a newer system with DDR3 and capable of more RAM will do even better.

MMO's are really demanding of the HDD. You can buy a $600 video card (I have one...), 8 GB of RAM (got it), 4 core 3ghz (ditto), but if you're using a slow HDD, even if it's a SATA drive that's 'fast', but not an SSD, you're gonna get poor framerates and slow loading in cities.

If you have the SATA II or SATA III ports, get some SSD's, run a RAID5, put the game on that, and see how it compares to a spinny HDD.

My last setup, a Pentium D (space heater QQ) 3.2 ghz dual core, 4 GB of DDR2 PC800, and an ATI 3870 X2 got awesome framerates in normal game, and got 10-12 FPS in cities. Running the same hardware on a 2.3 ghz Wolfdale dual core Core2Duo, I was only getting 4-6 FPS in cities.

    So raw CPU speed matters.

Running 8GB of RAM vs 4GB, I was able to almost double my in-city FPS (in the Wolfdale). I also was running PC800 RAM at very nice timings, though.

Changing the video card to a GTS250, FPS stayed within 2-4 FPS average.

Putting PWE client on a RAID0 across 3 different HDD's (all SATA II spinny type), I saw a net increase of 12 FPS, almsot all of it in cities.

RAID0 was stupid because that partition became useless space when one drive died QQ

    Windows 7/8 64-bit (dual-boot)
    Pentium Core2 Quad Q6600 (2.4GHZ)
    4GB Ram
1.5 TB HD (not sure why it makes a diff though)
    Nvidia 8800GT 512MB

With all settings at max, Vsync, soften, and shadows turned off, I get 18FPS in west and around 65 in the rest of the world. In TW and stage 9 of Delta it's like 35FPS.

    Here's how.
    1. A clean system. I don't have a lot of **** toolbars and malware sucking my resources and have slimmed down the running processes.

    2. Set the client's .exe files to run with admin rights.

    3. Regularly defrag my system and optimize it weekly.

    4. Keep my system cool. It's rare that anything gets hotter than 65C and that's my GPU with a crappy heatsink.

Sure, you can have the latest i7 and the best video card, but if you don't take care of your system, you're going to get **** out of it. (Personally, the i7 isn't any better than the i5 unless you're running some really heavy databases or something. Paying for an i7 on a gaming rig is just a waste, it's suited for servers not the home PC.)

    I have **** Windows XP b:laugh
    2GB RAM
3.0GHz core 2 duo (not even quad core)
    Nvidia geforce 9600gt (512MB)

With Max settings everything, shadows on, V-Sync on etc. I get constant 50-60FPS everywhere, 40 in west arch, 50 when flying (Measured with Fraps, so it's probably a bit higher actually) and my specs are worse than yours...

But yeah keep your system clean like what Sylen said.

    I currently have:

    i7-2600K w/ 580GTX 1.5g

It runs PWI about the same as my overclocked C2D E6850 @4ghz and 8800GTX at 2560x1600, though the game scales so horribly on large resolution monitors, I would always play it in a window at approximately 1080p.

Before that I had a P4 with ATI 9800XT and it ran PWI almost as well, except I only had a 21.3" monitor running 1200x1600 back then.

The only difference I've noticed is how many extra clients I can run and a slight bump in frame rates.

Game performance does not scale well with system performance.
I post in forums. This one and others. That's why I post.

My computer is fairly old school but handles the game quite decently.

    Windows XP
    3.25 GB Ram
    Intel Core 2 Duo @ 3.00 GHz
NVIDIA GeForce 9500 GT 512 MB

The only time I get really bad lag is when I have Graphics being rendered in other programs or in TW sometimes when all 160 are in a base. For instance, having two Element Clients opened, YouTube or a movie on VLC going, iTunes visualizer might give me slight lag, but not the 10 fps you're achieving.

What I do when my fps is dropping is I make sure background programs like Skype, any iPod helper or Apple program (stupid memory leaking pieces of junk), Firefox and it's plug-in container are all closed. When I really need the graphics to render quickly and accurately, I turn the "Textures" slider all the way down. This is a huge part of the memory PWI takes for some odd reason. Other option is "Effects" which is a Proxy setting and is not the best because it disables some things you do need to see on others like buffs or continuous AoE channels.

Win 7 Home Premium 64 Bit
    16 GB Ram
    AMD Phenom II X6 1090T Processor (6 CPU's), ~3.5 GHZ
ATI Radeon HD 5700 Series 1GB
    ASUS M4a87TD EVO Motherboard
Got 5 Internal fans for cooling not including the heat sink
    DirectX 11

I have never experienced lag in PW since I built this computer. Right now I'm running 2 clients, both of which are in west Arch with the snow and all, getting 62 FPS and a ping of 92 MS on one screen, 28 FPS and 168 MS on the other.
