Hold a contest for players to send in their designs for new fashions and let the players vote on their favorites. Make the top three winners fashions available for sale in the boutique.

    This was actually done way back, the winner would have their fashion placed in the boutique.

    After the contest though they never put it into the boutique and it was just forgotten. =\
