where can you find permanent mounts to ride at lvl 12

    You can't.

    First of all, you can't "find" ground mounts in the game. You have to purchase them, either from PWE or from another player.

    Also, there are only a few ground mounts that can be used at level 10+. Most ground mounts are level 20+ or higher.

    Finally, I'd recommend getting good aerogear for flight before I'd look into getting a ground mount. Ground mounts may be faster in theory, but aerogear lets you fly over threats and get up cliffs and to flying cities and such.

    You get free aerogear from a quest at level 30, but if you have the coins, there are a lot more aerogear with only a level 10+ requirement.

    Not completely true, you can actually buy horses from pet managers but I believe they are lvl 40+ mounts.

    If you're looking for free mounts / flyers, the DQ rewards page is probably the fastest option for you. 50,000 DQ points buys 1 Demon/Sage Event Card which will arrive in your character's game mailbox, then turn it in to a Boutique Agent for 50 Event Gold, then push O & tab to event at top (should be blinking)....select race & type of mount or fly.

    Note: Event Gold purchases are not upgradeable.
