Why no 96 boots?

Why do you suppose I never see lvl 96 3 star HA boots in the auction house. Theres are many time a few Heavy Plates for sale. Many Heavy Leggings in AU. More Heavy Wristbands than anything else. But I never, absolutely never, see any HA footwear with 3 stars, to be bought. Any thougths on why this may be? Should I give up looking for level 96 Heavy Footwear.

I'm sure many will state i need to make TT boots or some other gear type. Please resist doing this. That does not help me answer my question or solve my problem.

My issue is, I am tring to find HA footwear with negative STR and DEX requirement to equip, with no luck at all. Is my only hope to try and make them myself, which would require astonishing luck.

BTW, I found a good 86 boots and a good 76 boots but zero 96 bootsb:angry

    Level 96 NPC type armor (chance of 3 stars) probably drops from mobs in heaven and hell... (if they are implemented as a drop in this version at all) and since rarely anyone farms, kills mobs in there anymore... they dont have a chance to drop much

    you can always make OHT heavy boots with some tears, the chance of -requirements are high... i think the 3 stars are lvl 95.

    It's really simple: 3* lvl 96 boots don't drop from any mob in the game. You have to make them at a Tailor. The only way to get the 3* version is to manufacture it and that's not really likely to happen, since the only reason anyone would manufacture those boots is for the level 8 Tailor skill, but that thing in itself is useless, as there's nothing you can make with it.

    The 1* version drops from bosses in FB99 or various high level mobs
    The 2* version can be manufactured or won from one of the random chests you can exchage Dragon Orders for

    I didn't think any 3 stars drops from mobs, only dungeon bosses. So why do dungeon bosses not drop level 96 boots but instead only drop other armor pieces?

    I guess ill have to be satisfied with my level 86 HA boots I bought a while back.

    Level 98 3 star boots. About a 10% craft chance, and with a few free Tears a day would be real cheap to make. Would probably make a dozen+ before something good shows up, but when it does. . .

    Also, the two star versions are nice on their own. -Req seems to be the 2nd most popular add on OHT gear.

    There is a 5% chance of getting those boots as a reward for turning in 2 bronze medals from Trophy Mode Seat or Abbadon.
