Where is the Teleporter of Balance in the faction base?

I need help can not find the Teleporter of Balance in the faction base.

    he is right besides the faction monolith in the center of the base.

    Only the Marshal or higher of your faction can open the gateway (Teleporter of Balance).

    You will need to be 80+ and with 200+ contribution points to enter.

    Once in, only the Marshal or higher can start the trials

    Base needs to be a certain lvl b4 he will appear
