When can I be a mermaid?

When can i get that special ability to look like a mermaid while swimming? Or is it just when you meditate do you look like that.

    Oh come on, I maxed Tideform for the swimming speed so that I can circle my friends when we jump to the pools in Archosaur.

    Same. Heck, in BH69 I *always* attacked the turtle mini-boss in tideform.

    Sage/Demon Tideform does not exist anywhere in the game.

    At lvl 9 you can get the skill, but I've never used it so far.
