Technically Channel affects anything with a channel time, but it only affects channel. It does not affect cast time, which is the longest portion of most non-caster skills. Since -channeling is also a percentage, only classes with appreciable channel times will really see a boost.

I'd say it's useful when blade affinity is on cooldown and you wanna cast one of the longer channeling skills without being interrupted. Can also use the relentless courage genie skill for that, which with -channel gear would be like a second affinity shot. but I wouldn't really focus -channeling gear unless you can easily get some without gimping your damage/survivability (ie, magic rings).

For pve, it's a matter of play style. Some like to afk and use auto normal attacks, and this is where interval gear works best. For pvp, or those who prefer to actually use skills to deal damage in pve, channeling gear is most helpful.

One of seeker's best attack skills is gemini slash which takes 3.3 secs to channel. With 20% channeling gear, you can reduce that channeling to 2.64 secs. That matters a whole lot as that skill's animation is outstanding and very noticeable - making it easy for people in pvp to prepare and counter your attack with stuns/interrupts/AD...

If you farm card bosses or just buy OHT mats, you can easily make a Magic OHT necklace and belt with -6% channeling. I made so many with -6% channling so easily, I was forced to sell them for 300k each on my server, and I still have over 20 of them with balance stats in the AH atm. So if anyone needs one, pm me in game :D R8 ring gives channeling -6%, a cheap 8 mil wraith gate TM cape gives -6%. That's -24% channeling right there. You don't have to gimp your damage wearing the lunar magic rings. In addition, it's natural for seekers to wear magic necklaces and belts - being HA type.

    ^^ +1

Also, by going for ring/neck/belts with -chan, you benefit yourself in other ways as well....
Most of them will significantly increase your elemental defense, (Something HA is lacking).
You also have a good chance of getting the additional +MAG or +MP stat that will assist you in keeping Vortex up, and gives you a larger mana pool for your other skills.
