Is JAPAN part of IP Blocked Regions Again?

I have friends playing PWI in Japan for almost a year now then suddenly they we're unable to login and got banned and they received a message saying:

Hello,

Your account, **********, has been suspended for logging in from a banned region or an open proxy.

For specific details regarding this suspension, please contact Perfect World Entertainment's Customer Service Group via the ticketing system that can be found here: http://support.perfectworld.com

How come they were able to play for a long time then suddenly they'll get banned? I know that Japan and Philippines were removed from the banned regions but how come there weren't any announcements about this? Those players spent considerable amount of money into the game and I don't think they deserve such actions from PWI. They could have at least sent some announcement.

I'm aware of the fact that we can't discuss bans here but people from support don't answer such questions and will just reply with some generic message already prepared on a template.

    Same thing happen to my friend in Japan up to now 4 days banned. Year of playing, spend thousand dollars then suddenly banned without warning. WAKE UP PWI TEAM

    Id check into it never thought it was but errors can be made - I remember a friend getting the identical mail when playing in New York.
