All mounts gain 0.1m/s per level, stopping when they've gained a full 1.0

Yes but how I can tell if a mount as already gained the speed level?
    Its possible,for example,that a Swift Silver Mane(10 m/s),hasn't reached his"exp +1 speed",yet?

    The pet has a level.
If that level is 11, they have their full speed.
If it is not, then they haven't.

Up in the corner below your life is your pet bar whenever you summon your pet mount or otherwise the bar appears there and all pets(mounts too) other then All class pets(not mounts) there are bars there the purple one is exp and it will fill up as you ride it technically so long as you are on your mount its getting exp once you get off it stops getting exp.

And yes all mounts are like this.

"Swift" mounts start at 9m/s at level 1 and reach 10m/s at level 11.
"Hurricane" mounts start at 10m/s at level 1 and reach 11m/s at level 11.

If your mount is slow you can "upgrade" it with spurs although all new mounts they've made just start at 10m/s these days and don't need spurs. The new devs apparently got bored of the spur system.
