Dropping EQUIPPED fashion?

So my question is, do you drop equipped fashion when dark red with no sl or dolls?
I am testing this with someone hes dark red and he has equipped fashion ( not bounded ) no sl or dolls and he wont drop, I've killed him like 60 times or so.

    You used to be able to. Not sure if that has been changed.
