Apothecary LVL 6?

Completed lvl 5 and got the skill book for lvl 6, but the elder won't advance me. Is it because I'm only lvl 77? How do advance to lvl 6 and what good is it because you can't manufacture lvl 6 pots and pills at the apoth?

    You need level 80 and to get 100% level 5 apothecary.

    When working for 7 decompose grade 11 equips into chiukeng stones and make attack/defense charms.
