I noticed GM`s mention that they would be using this *new* arena for future events, and I was wondering why it would be so difficult to just make this instance a permanent PvP addition to the game here?
I mean..private servers that I`ve played on have this arena, and even though the servers are not immensely populated like they are here, they are used actively.
It gives players of PW a safe place to get PvP fun-practice-what not at the only cost being charms if you wear any, and repair bill. You would gain massive interest in the game from all the old generation players, and everyone else as well.
Guilds would easily be able to coordinate PvP events with other players or factions, and well, you can easily figure out why people would enjoy this being implemented finally.
*Laughs* Wonder how many people would be willing to donate RL cash to this being put in.

That stage is the theater of blood map. So it's already use 1 time a week ! It would probably cause problem to enable it 24 / 24.
But yeah it would be nice to have a pvp place were stuff don't drop like this map.[SIGPIC][/SIGPIC]0 -

Ah, I entered the theater of blood on the first day and it looked nothing like this arena (though I only entered the first room of it and left). Nonetheless, a permanent instanced PvP based area would be nice. I could see it working out well as a sort of free-for-all arena for factions to be able to organize events, but I could also see it ending up as a place that one dominant faction claims as their own and ganks everyone else to high heaven.
As it stands right now, it's the perfect zone for running PvP/PvE events, since there's complete control over who gets access to it, very little lag, and the safety that you mentioned.
So basically I feel that, if the GM's do end up utilizing that spot a fair amount, it would be a better use of the space than to open it up to all.
And of course, this is assuming the devs would allow us to open it up in the first place, considering that last I heard, it was not available on the CN version either.0 -

I do remember having some fun in there in closed beta, but that was mainly because most people were only around level 20 and probably only a handful of people even knew of/bothered going to that place.
I also remember the plume/arch/ether/lost arenas being separate instances, though I'm not entirely sure on that (mainly because I usually only saw people of the race corresponding to the city I entered through, might just have been coincidence). If they are indeed 5 different arenas then it's going to be hard for one faction to control them all (they'd probably just go for the archosaur arena). Even then, you don't lose anything by dieing there so people probably won't be as hesitant to fight back.
If it's needed for an event it could just be closed off and reopened afterwards (if that's possible, though you could do that by kicking everyone out and making the entry NPC disappear).[SIGPIC][/SIGPIC]0 -

Your first point - Welcome to competitive PvP. Of course a dominant faction could own the instance. This is the same situation for world PvP, DT, cube, and what not. It would be no different. If there was an issue though, and even if there wasn`t, I would support an option like with RB, give people options to go into separate instances for this. Leveled categories like 0-40, 41-60, etc etc. Any lower level can go to any of the instances if you want to mess around with friends and what not, but no high level can go to instances in the lowers levels. That would work out greatly.

How is that any different from "world" PvP?
By that logic, you should make West Arch, Silver Pool and Hidden Orchid safe zones.
I would also like to point out one more thing, PWI GMs are incredibly inactive. When was the last GM held event beside this (PWIC) one? If we (the players) are lucky there is a GM event once or twice a year.
IMO, you should set up a poll and let the players decide.0 -

Make 2 instances of it. One for level 99 and below and another for 100 and above. That way they have a reason to still do world pvp if they want to go against the other level ranges.
On private servers, the gms can easily close it down for special events.[SIGPIC][/SIGPIC]0 -

Opened arena would encourage new players to try out pvp, and probably most of them would get hooked.

guys the arena u see now is the old Arch arena, which u could enter from the npc near the wolf cub in west arch. it was there in PW-MY, and every big city had such an arena. this map is old they just changed it to event map. the old arena had TW kind of rules in pvp. u can pvp in blue name, u cant get redname or drop any items there. i have done alot of pvp there on the old servers.0

On PW MS it was open as well, I used the arena to test repetitive macros on the training dummies. Also tested damage etcetera in there, and there was the occasional player run PvP tournament.0 -

There seems to be two identical-looking arenas - the one used for PWIC (no-flying) and the one used for Theatre of Blood (flying-enabled). Not having detailed insider information, I do not know which you are referring to directly, but I am referring to the general lack of PvP arena access until now (and supposedly in the future). March 2010, cross-server PvP tournament. If I remember correctly, the inter-server PvP fights were conducted in the arena, while the cross-server PvP tournament was done by character duplication onto a private server. I haven't bothered doing much digging, but there were probably many such tournaments prior to this one as well (this one just happened to be the first that popped up in my search).
Another good example of a counter-argument would be, as previous users mentioned, the existence of and public access of the arena on other servers (e.g. PW-MY/PW-MS/etc.). As far as I know, all these other servers get a license from PW-Beijing to run servers in the different regions. Because they are not a direct child company of PW-Beijing like PWE is, they are always behind in patches and are also unable to create new content. The fact that they've had the arena open for so long (even if some consider it to be in an "incomplete" state) is a indication of its long existence.
A while back, some form of arena was accessible for a few weeks (initially much to the surprise of the GMs who apparently weren't notified of it in the patch notes). While I did not try it myself, I heard from others that it allowed for last-man-standing style fights, with each participant spending money to buy the access ticket and the winner collecting part of that money. I can see the value of having one of these things for the general public too. They need more stuff for others to do that aren't one of the couple hundred people lucky enough to be in a powerful landholding faction. Maybe they could do things like have a level 60 and under pvp tournament one day, or what have you. As long as they were active and the events were held often, I could see the value in it. Hopefully, they would be active and have rules that make sense and rewards sometimes.[SIGPIC][/SIGPIC]

Phrase of importance being "devs allow". All these tools have been around for who knows how long. The issue isn't the PW-CN devs not "allowing" usage of such tools; the issue I assume is either some high-level clearance of permission needed (e.g. paperwork that no-one wants to do) or lack of incentive to train staff on how to use such tools. Ultimately, it is very logical to assume that the limiting factor lies on PWI's side, not PW-Beijing's. Unless you are willing to reveal unknown information indicating otherwise, that is the only logical conclusion that we, the community that often must look elsewhere for updates/information, can come to.

The arena used for PWIC is something that did not even exist in our version until about a month ago.
The old arena that has existed forever, but never been open to the public, is the one I was referring to about the devs having to allow it to be open. In fact, we did ask them about it a year ago or more (due to player-interest on the forums), and they told us that it was not open (as in any player being able to enter at any time) in their version either.
As for which arena they have been using on the CN version for any tournaments in 2010, it's a hard thing to determine unless you see a screen shot/video of combatants either flying around or running around outside the boundaries of the square platform in the center.0 -

Well the point in your post is that people would have a safe FUN place to practice PvP, but I don't see how it would be fun for anyone but those with top gear and/or skill. It'd be just like West Gate sans the item dropping b:lipcurl0 -
When i was in pw-my it was open and great fun. Tons of battles in there, practice pvp and tw scenarios etc. All the old videos people used to watch, the fights always took place in there. My guess is however, when they opened up all these servers, dolls were one of the best selling cash shop items, obviously to prevent pk drops. If you could pk for free in there, no penalty, no need to buy dolls. Close the arena, force it in the open map = more people buy cash shop items = more money for PW. Now days however, with safety lock and all the other things you can buy, no point in not having it open.0

Hence why I suggested there be different level ranges for arenas. Low levels can get into the high level ones if they wish, but high level players can`t get into lower level brackets.
And yes, I know only a few people on HT who PK with angels (that I interact with). Most others use safety lock, or have bound gear. I would assume this is used more-so on PvP servers as well. It'd be much simpler to have players able to play on a private test server with same gears if they wish to have cross server PvP. If it's possible to copy data for players to compete on CN version it should be possible to do something similar here, no? Or use their servers. :P

I'd really really love if we had an arena that was open 24/7. PK fooling around with friends can be so much fun
Theater of blood just doesn't work for me time wise and it's reward based so people go for the cash, not the fun.

Ghost took the words outa my mouth. Coming from the Malaysian servers and having played for roughly 6 years, there is nothing wrong with opening arena. Your speculation about it being run by top factions is entirely wrong. For years, the arena was a safe place that lower geared factions could host events, run practices and in general, have pvp fun without the risk of going whitename. With (at the time) 4 arenas, each in a major city, there were plenty of options if it came to one being occupied.
The issue about top lvl factions having complete control kinda implies that many pk zones such as W arch and Silverpool should be closed down as well...
As Ghost said, it's highest speculation as to why it's closed is primarily towards the release of dolls in the cash shop. If the fear of exp and item loss is taken away, there comes the notion of losing out on potential profit from cash shoppers.
