Bladed Fervor glitch?

No this is not a glitch, you need to lvl that skill up to get the attack and defense lvls. lol

The in-game descriotion is very misleading - it describes the level 10 effects of the skill (the same for other two weapon buffs for which I forget the name, I never use them). Look here for a description of how levelling thse three skills affect your weapon.
