General Chugunov in Raging Tides is Missing

im trying to turn in some quest to General Chugunov on Raging Tides in the Harshlands server and i he is not where it says he should me the NPC is missing. What do i do?

    he is located in the cloud temple, if you take the teleport master under quest related it will send you up to the cloud temple but then you will have to jump down to get back to the teleporter.

    Are you at the correct altitude? I remember he is in a building in the sky above Tideborn City. Talk to the Teleport Master, select quests and she can teleport you up there if you can't fly.
