Is this server only for "old" players?

Are there only who have been playing years ago? Or are there new players also? I don't know which server to choose. I had been played in this server. Now don't know were to play. I'm from Europe but I heard that new servers aren't so goo and I don't like idea that servers are german and french.

    I was about not player's age but or there are people who still create new characters or just play with their's high level characters :D
