Where to find Chenchen in archo for Crusade order III A ?

I got the order in my bag somehow and it says go to archo to find chenchen to combine something...? where's chenchen? I don't c him in the auto path list and what is this order for anyway?

    he's not called chenchen in game, he's called "lieutenant chen". he stands next to general summer. and for each of the crusade orders, you'll need both A and B parts to combine; so, look for a crusade order IIIB to go with your IIIA.

    the order is for giving you a quest. you combine the A and B orders, pay some amount of coin, and geta "wanted no. XX" item. you double-click that item and get a quest to kill some number of mobs, in return for XP, SP and coin.

    where can i find part b??? i forgot where i got part a. its in my bag for a long time.

    they drop from monsters, randomly and rarely. people often sell unmatched ones in the auction house.

    I'm getting a lot of them when I solo TT and I always drop them. I don't think they're worth it, because when you combine them, you get a Wanted No. XX. That's some kinda buyable quest. You gotta kill a bunch of monsters for a slight piece of exp, and in the days of hypers there aren't a lot of people who are still grinding for their exp or buying time-consuming scrolls like these.

    i do them if i can get both crusade orders for free or really cheap. i trade mismatched ones with guild mates, and get most of my A/B pairs that way. sometimes if i have one, and the other is VERY cheap on the auction house, i buy that and combine.

    but then, i grind an awful lot --- more than most people nowadays.
