I wouldn't worry too much, at lower levels seeker isn't a power house DD. We aren't going to do the damage of a sin, BM or archer but we have powerful skills and are, in my opinion, the best AoE DD in the game. We don't get our best DD skills until the 50-60 region so there is no need to panic in the 20's.

With regards to your stats I would wait until you feel you have reached a comfortable HP and then stop putting points in to vit. Personally I have quite a lot of vit for a seeker (60 before bonuses) but plan to restat down a bit once I get to 100. Most people tend to follow a 3 str 2 dex build for damage, and try to have your dex as a multiple of 20 at the end-game so you get the crit % point

So, we don't need vit in order to tank?
So the question is, CAN we be a tank AND good damage dealers? That is possible?
What is the best moment to stop putting points into vit and switch into a str build?

I wont pretend that I know everything about builds and Seekers, I can only speak from my experience. We can both tank and DD, but we can't tank as well as a barb (until high levels that is, but then classes like BM and sin can tank most bosses with BP) nor can we DD as well as classes like archer, sin or BM. Where Seeker is great is at AoE DDing, particularly at 75+ where holding Vortex non-stop becomes pretty easy. If you want to tank I suggest you do put points into vit; if your more interested in DDing then you will want less vit and more str/dex. Where you stop vit is entirely up to you and your gear, I stopped at 60 vit myself and have a good solid 6.3k HP unbuffed at 90. I'd say somewhere between 30-60 vit would probably be enough.
