Why is Chen Takais' Cape like this?

I decided to post this, I am doing a quest, where I have to talk to a chick, who's BY this guy, I noticed him and said, WHaaaaaaaa? What's up with his cape? Anyone have insight on this?

because they decided to design it this way, I'd assume. If you look closely what is meant to be the fabric is placed on blades that are attacked to the NPC's shoulders. Not that strange.
