Spirit Cultivation?

Hello, I am level 13 and I haven't upgraded or got new skills. I have 11,154 spirit and yet when I try to learn a new skill it tells me I haven't reached the required spirit cultivation level.
What am I missing here?

    hey , every time u reach lvl x9 (9,19,29,39..) u have yellow quest u MUST DO to get new skills
    click Q and check
