Question about Tailor skill

Hey all =)

I have a question about the tailor skill. My skill is at lvl 2 now but when I make lvl 2 armor types (head, body, legs etc) the tailoring skills isn't getting the 10% boost each time. I don't have this problem at all with the blacksmithing skill (its lvl 3)

Can anyone tell me why this is the case?
