difference between 1-star and 2-3 stars?

did some googling.. asked some higher level people but still dont know

What is the difference between a 1-star, 2-star, and 3-star item of the same type? I see 1-star items with 3 "blue" attributes/bonuses and 2-star items with only 1 "blue' attribute/bonus. Guess i had thought the stars were for those... extras.... but nope

can someone pls explain?
