level 4 tailor -- NPC/town to craft??

I googled, searched the stickied thread above re lvl 4/ lvl 6 skills, and still cant find what im looking for

i have mats for Tailoring lvl 4:

1 ☆☆ Wraith Robe
1 ☆☆ Glowing Cuisses
1 ☆☆ Stoneblood Bazubands

But i don't know which specific Tailor lets me craft these specific items? Ive been to both tailors in tellus and Teng in archosaur. None of the guides or databases seem to say which NPC lets you craft these?

Thanks! my inven/bank is full lul and want to finish this
