Level to earn Zen?

What is the level requirement to use offers to earn zen? I thought it was like level 10 or 11, I am level 20 now, core connect is updated, shows level 20 as well, but when I go to earn Zen tab, it says "No Newbs Allowed", like it was when I just started?

    Have you tried clearing your cookies and cache yet? Should only take 10 levels. Let me know if you continue to experience this issue.

    I have this problem too when I click on the "earn zen" tab. I've cleared cookies and cache and restarted my comp afterwards. I still have this problem and it's been this way for over a week with all of my accounts. The "offers" page loads the top row of buttons (games, community, download, etc.) but nothing else and says "done" at the bottom. Refreshing doesn't work.

    Nothing under the billing tab loads for me. =/

    Try a different Browser. Chrome seems to work pretty well.

    I got exactly the same problem i got a carcter lvl 10 so shouldnt it let me ?

    I'm having the same problem.
    I'm a lvl 19 and I clicked Earn Zen and it keeps saying I'm a newb and I can't get any Zen. :(
    It's unfair how my friend who was the same level as me got it but I didn't:(
