max lvl, Sanctuary PVE (PVP), and skills questions

I left the game long time ago and now i am back
with a lot of experience from other mmorpg i have some questions
1- whats the max lvl?

2- can the character learn all the skills??

3- I am in Sanctuary PVE server and i dont really like to get ganked by high lvls all the time during working on quests so thats why i didnt choose PVP server but i like to PVP a lot but not get ganked so are there lvl 30s with their protection off in that server? or is it just 50+ lvls??

4- should i start playing in a PVP server?

5-whats the newest PVP server and when did it come out?

6- how much would it take me to get to lvl 30?? (i left the game long time ago and i forgot how much it took to lvl up)

    6. it depends how many hours you spend on mmorpgs. my first char took 2 weeks, my second one took about 10 days...

    Not many people PK around lvl30 on Sanctuary. Most are bored lvl100+ people. I suggest you to turn PK off and lvl a bit before PVP-ing. You can still duel for fun even if you have PK turned off.

    hhhm i think just take 2-3 days to level to 30. if u spend 5-10 hours a day
