Faction icon help/question

Hi, I just made my guild level 3 today.

I'm trying to submit an Icon using the faction Icon submission page but the buttons are grayed out, so I can't click on browse or anything....

You know the part where it says..

Server [-Please Select- ]
Character Name [-Please Select- ]
Guild Name [-Please Select- ]
Upload Your Image ____________[ Browse ]

I can't click them! Below the SUBMIT button it says "You must be a leader of a Tier 3 Faction in PWI to submit a faction icon."....but I am!

Do I have to wait for a few days or something before submitting an Icon?

    Nevermind guys, it worked now.

    Turns out I jsut had to pass lead to other char then other char pass lead again back to me to refresh.

    Submitted Icon already.

    Mod you can delete this thread now thanks.
