Divine Weapons Question

My question is about the new "Divine Weapons" that are purchasable with rewards from the Divine Emissary of the (Shadow, Void, etc...)...

What do I need in order to be able to purchase those?

I have much more than the requisite number of items, but where it shows what smithing/crafting/tailoring level is required, it is blank, making me ask this very question.

I don't want to be stuck with these reward items if I cant use them for the benefit they were designed...

There seems to be missing and/or unclear documentation on this.

    You need to drag the mats onto the screen. It doesn't recognize the mats in your inventory. Also those weapons cannot be traded so have the character you want to use it make it.

    the weapons CAN be stashed to another toon on your accoutn though like any bound gear (cept rank gear and maybe something else lol), if you have a account stash stone unllocked.
