Question about ranked equipment

My cleric is lv 40 and has rank 2 so why can't I buy rank 2 equipment??
I went to dreamweaver and it said I had to be lv 60 which makes no sense. If I was lv 60 wouldn't I be buying rank 4 equipment? That would make rank 2 and 3 equipment pointless since I wouldn't be able to wear them at proper lv. Am I missing something?

    In the beginning . . . before PWI got cash happy, to reach even Rank 2 could take you until you made 60th level if all you were doing is relying on quests and One Mans for Rep Points. Since the sudden availability of Rep Badges through the Boutique and corresponding rise in the average toon's rank the Rank rewards level requirement has made just about everything you can get below Rank 8 useless.

    Should I just go with NPC armor at lv 40 and 50 then?

    level 40-69 has some good quest reward armors available; the gaps you can fill with crafted 2* and 3* armors, or good mob dropped ones. worked for me, anyway.

    I have an archer, Daisy_Darke, that just made 79th level. The last time Rep Badges were on sale I went ahead and splurged on about 5000 rep worth, something like 2 gold. It gave me enough to reach 10000 rep and get my Rank V. This allowed me to pick up the Rank ring, cool, +2 Crit and on the way by, I grabbed my Rank IV Light Armor. This required me to be level 60. Well, I was already level 70 but I used it for a while because of the interval bonus. When I say 'for a while' I mean like 8 levels then I gave it up for a piece of Legendary gear.
    Can you survive on NPC gear? Yes. If you don't want to spend coin, you will do fine in PVE play. If you want something better, see what's available in the Auction House. You can pick up some 2 or 3 Star stuff for a suprisingly small about of coin, generally under 50k. If you aren't happy with what you find there look for the few Legendary pieces you available at that range but generally they are EXPENSIVE. One to three million. You best bet is shopping the AH, though for the 2/3 star stuff.
    P.S. spend you major coin on a weapon. Just my opinion.

    And as a side note, for free weapons, you might like to try out the Emissary of the Void, just around the corner from General Summer. You can make some good weapons there if you have done the quests to get the necessary Honours of the Light/Shadow/Void (depending on your level). All these weapons are non tradeable (except via account stash) so choose well.
