Strange error at launcher start

When I start the launcher it updated and verified with no problems but once I press start it takes a few seconds then a error with broken text pops up. I click okay and it shuts down the launcher and the game dose not start. I've uninstalled/reinstalled added to my DEP list fire wall list and virus program I've updated my directX and all that with no success. another thing I noticed is that this happens with every game PWI hosts and I don't know how to fix it

    Go on windows update and update your chinese language pack.

    For that error, please check to make sure that you are using the latest version of Direct X for your computer system.

    If the issue still persist, or if you need further assistance, please submit your system's dxdiag in a ticket to Tech Support.

    If I keep seeing people saying to something chinese language on post-XP OSes I'm gonna HHNNNGGGHH.

    Normally I would jump straight to the "you need to download the driver for your video card blah blah" part, but seeing DirectX thrown in the error made me look into it a little.

    On Windows Vista, 7, (and the so far called 8), there is no need to "update your DirectX" for this game as it uses DirectX 8, which is... old. Then it came to me that perhaps Direct3D was disabled. Wanting to see if I could replicate this I went off to look for a way to disable Direct3D and then I found this and this.

    To make this long and boring story short, I believe that downloading the driver for your video card should fix this issue. b:cute (Talk about going in a circle...)


    Maybe I should save one of those DXDIAG copy pastas for times like these. b:surrender

    You can try updating your video drivers, which you may be able to get from your system manufacturer's support website or the video chipset maker's support website.

    If you need further help, please send in a ticket to Tech Support with the following information so we can try to figure this out for you. We need you to send us some of your computer's information.

    1) What is the make and model number of your computer?

    2) Please also tell us whether you are running a 32bit or 64bit version of Windows. You can find out in Windows by going here: Start > Control Panel > System & Maintenance > System. Then look under System > System Type. It will then display 32bit Operating System or 64bit Operating System. Include that info with the info we ask for below.

    3) To create a dxdiag log, go to Start, click on Run, then type in dxdiag and press Enter. Click on Save All Information as a text file (on your Desktop as an example.
    If you are using Vista or 7, go to the Start Menu, click on the Search menu and type dxdiag.exe.

    4) Attach the dxdiag.txt that you save to your reply to us.

    If you have a 64bit system, please click on the 64bit Dxdiag/DirectX button to save the correct log file.

    Thanks Ill try updating the driver (witch now that I think about it along with what you said) I think this might be my trouble cause the game worked fine but I updated my graphics card recently and that's when I started having this issue ill up date the drivers and let you guys know what I get.

    Ok, i removed and downloaded from the torrentb I reinstalled everything, my drivers have been updated for the longest time now, and it ran and i had no problems for the 2+ hours i was on. BUT! I logged out, put my comp in sleep, and tried to relog, and it gives me an error tone after I hit start on the game, flashes a message that is WAY too fast for me to see, and shuts itself down.

    Any way to fix this?

    Edit: and it's not the one in Chinese, it's a different message, however that one did show up once along with the random symbols one, but this one gives the Microsoft Error tone and shuts itself down before i can even read what it says because it's so fast
