Can a lvl 105 use Defense Charms?

I know what the tooltip says, but want to know since i'm about to ding 105.

2nd question is, they banned selling packs in pw china due to laws. Opening packs = gambling. So do you have to be older than 18 to buy packs? Otherwise its kind of like sanctioned gambling.
Now i don't think we should live in a nanny state, or laws should regulate this kind of thing, i was just curious about the terms of service and thought i'd point it out. I guess right now packs = maybe not exactly gambling in the legal sense? It does seem an awful lot like slot machines though.

My guess is PWE, and state laws as well, look at this game more as a toy. As a better explanation, remember when you were young and your parents took you to the store and you saw those little coin machines which would give you something for a quarter? You could put the coin in yourself, but you were not necessarily guaranteed to get the item you wanted. Essentially that is what the packs are, a coin machine that almost always gives you the same items.
Besides, in actual gambling, you don't always win something. You either win or lose. With packs, you always win something, even if that something isn't worth in-game as much as the pack itself.[SIGPIC][/SIGPIC]
