I think their are several flaws with the one bid only system currently in place.
First it discourages bids. The loss of all money bid means if guilds have to pay 33.5 million coins to fail at bid on guild they want to attack they lose all their money and gain no benefit from it. This makes it rougher for new factions that want to try the system out, and the only type of bid they can make are on the strongest factions that people don't want to fight. Right now anybody wanting to bid on Harshland could get a war vs Vahalla or Crimson or Mayhem Catalyst or Kylin.
The other guilds are extreme gambles to bid on as crazy bids have been launched by factions with nobody I have ever heard off or seen on the server. If you lose the gamble you lose all your hard earned money. This means guilds with deeper pockets are the only ones free to participate in these wars, which i think defeats the purpose and some of the fun of Territory Wars.
For the established factions being blocked is a serious hamper towards your development for more land. Somebody just messing around with with a guild of one person can stop any guild from attacking if he can see where they are planning to attack and make a strange bid near closing time of the bids. I strongly feel people should be doing this to Valhalla if they don't want a one guild map at the current point of time. Just take away their ability to TW unless they pay more than their sum total of land each week. No TW for them would encourage more TW elsewhere.
Of course despite thinking this is the proper course of action against Valhalla, it tramples on their rights to have a weekly TW. They just be a guild collecting their weekly 120 million or whatever. Allowing the guilds to bid multiple times if outbid prevents this this crappy sort of abuse. Afterlife cant simply bid on the two territories they are attacked in just to preserve their land from Catalyst and Vahalla if multiple bids are allowed.
Stacked wars. The system currently set up has it if 3 factions attack 1 faction the wars are stacked within 3 min of each other. If 4 attack one faction 3 are scheduled within 3 min and one is on different time. It seems to be random. My feeling is the first stack of 3 should go to the 3 most powerful factions judged by gear on TW turnout. When they enter the battle take and eye of observation of each member and sum total the points on their gear from the guilds last 4 territory wars. The 3 guilds with the highest sum total get priority spots. Gear alone doesn't ensure victory but it sure makes it easier. This adds a competitive alliance driven strats to come into play with out being hampered by bids of guilds with 1-30 people that don't have whats required to attack a major power on the server. If you are attacked on multiple sides by multiple different enemies your situation should require you fight to hold that land in the most difficult way possible. This allows a server to help bring down the stronger guilds, and create more chaos and tension. It also rewards the guilds that show up for TW week after week with better bid times.
Lastly I think the server should have a reset the map condition, with spoils to the guild that achieves it. The reset condition could be exclusively for that guild or it could be for the whole map. Rewarding the members of the guild with a King of TW gear piece could be cool trophy to prove how great your char is.
I think if you look at the decreasing average length of TW and the discouraging cost to new comers to have good fights one has to make some changes. A guild without land footing a bill of ten million a week to practice an attack is hard especially when they are also trying to catch up on gear. And to pay that fully when you don't win the bid is just plain stupid. I don't see any reason for this or any good it does the server beyond launch the stronger guilds to become richer in comparison.

Valhalla wont take the whole map. They want to see TW out there, and able for all guilds to take part of.
Look at the land north of Raging Tide City, that is surrounded by Valhalla. That land has had a new owner each week, and is a hot spot for small guilds to be able to TW for.
I dont think Valhalla would mind other guilds atking them.
Just wanted to clarify that Valhalla has no interest in taking the entire map.
