Problems with FPS and CPU

Hey just wondering why i cant get more than 40ish fps even on lowest settings i have core i7 720qm and ati 5650 it doesnt use the graphics card and only uses 15% ish of the cpu even on highest settings dunno whats wrong any suggestions ?b:victory

    I don't have solutions, but I can drop some comments.

    1. The game's True FPS is 30. Achieving anything higher is barely noticeable to the average person.

    2. The game's engine barely uses the video card.

    3. The engine only supports one CPU core. Guess how much it's wasting.

    4. It doesn't make good use of modern hardware since it's very old.

    So yeah, there's nothing wrong with your computer, just a severely outdated game engine.
