does the debuff that comes with ion spike amp the dmg from soulserver minute?

    Yes.
    Ion Spikes debuff reduces the metal magic resistance of the target.
    Soulsever Minuet Does additional metal damage.
    This will be "amped" just because the target has less resistance to metal now.
    (However, if the target already has zero metal resists, and you debuff him with less metal resists, the damage will not increase. This isn't an "Amp" this is a Resist reduction)
