Radiant Gear from Faction Base, permanent or temporary?

Hi, anyone knows if the red gear (for 115 Ten million big notes, yeah b:surrender) from maxed faction armory (Radiant Wand/Dagger/Warbow etc. etc.) is permament or its another "Remaining Time: 7 days" joke from PW devs? b:shocked any official response would be appreciated.

It shows up as refineable in the database unlike the other temporary items, so I doubt it.[SIGPIC][/SIGPIC]

The announcement the faction base puts out makes them look a lot better than they are...
For those that don't know, they look like this:
Attack stats are slightly lower than r8.
All weapons have +350 hp and +2 attack levels along with 1 special effect:
Wand:
Purify Spell: Has a chance to remove debuff when being attacked,
and immune to stun and slow, and increase speed by 200%, lasts for 5 seconds.
Axes:
Lord of War: Has a chance to recover 20% of HP, and improves
Accuracy and Max HP. Lasts for 8 seconds.
Bow:
Thunder Strike: Has a chance to Freeze the target for 4 seconds,
and reduces the target's Physical and Magic defences. Lasts for 8 seconds.
Sphere:
Infinite: Has a chance to recover 2,100 HP in 9 seconds while being
attacked, while increasing Mana by 50 points.
Sword:
Sacrificial Strike: Has a chance to inflict double damage
at the cost of losing 5% HP.
Daggers:
Furious Dragon: Has a chance to recover 25% of HP, and improves
Evasion and Critical Strike rate. Lasts for 5 seconds.
So yeah, most are very interesting but not worth 115 bank notes in my opinion...[SIGPIC][/SIGPIC]0 -

imagine a 15k hp 4 aps sin with 25% hp recovery proc. Unbeatable vs. bosses. And about rank 9... it takes hp instead of giving it... maybe good for PK. But PK is dead on PVE server, and most factions go like: "Sins are fail in TW" so no reason to buy R9 in PVE at all.0 -

Actual quest to get it requires 115 bank notes (from pwdatabase). With the number of typos they have in old content, I wouldn't trust the wording of the new content much.0

At 5 APS that's about once every 9 seconds, on average.
You can get "only" 4aps if daggers have no -interval on them.[SIGPIC][/SIGPIC]

"Avalokites Fragment" has a 2.22% chance to be successfully crafted from 100 perfect stones. my friend made 11, it took him over 60k perfect stones.

Actually the wand effect could be a decent counter for wizards against sins. Once it procs you just shrink away and can't even be tele stunned right after. I would definitely use it over my rank8 wep, especially in world pvp.0

I got it from prof who stated it was in the MYEN source code. It could have very well been tweaked for the PWI version.
