    You can buy kites from the boutique (press O in game) for real money.

    Or, you can get to level 30 and do a quest to get a free one.

    i lost my wings pvping where can i get my lvl 30 ones if i did the quest b:surrender

    same place you got them when you did the quest. go back to the same NPC that gave you the wings at the end of that quest, and they'll sell you a new set for cheap.

    The level 30 aerogear quests always start at the Archosaur Elder.
