E.Guard Bald?

I only see E.Guard players bald.. Male and female. if i click their character, the picture shows their hair.
i only see my own hair, but everyone else is bald.

is this a bug on my client? if so how can i solve it?

    Press U ingame and click the UI tab. Make sure the customizations box is checked and hit apply/confirm.

    Im doing a quest at the moment so im not around any players to confirm it worked. but it wasnt checked. so ill assume it solved the issue. If not ill get back to the thread.
