Seeker skill bladed fevor

Does the skill bladed fevor work right?

Skill at level 1 said crit+1% att lvl+3 and def lvl+1
Skill at level 2 said same as above but all i see after using skill (at lvl 2) is +1% added to crit and no difference to attack or def lvl.

So it looks to me that upgrading the skill to lvl 2 was a waste as i only get the lvl 1 +1% crit and no att or def boost at all.
It is better to remain silent and be thought the fool then to open your mouth and remove all doubt.

    Blade Fervor
    Lv 1 1% crit 15 minute
    Lv 2 1% crit 30 minute
    Lv 3 1% crit 1 atk lv 15 minute
    Lv 4 1% crit 1 atk lv 30 minute

    All the way until
    Lv 10 1% crit 3 atk lv 1 def lv 30 minute

    Its just imorecise.

    At lvl4 the Skill gives +1% Crit, +1 Attack level
    and last for 30 Minutes

    You will have +1% Crit, +3 Attack -Level, +1 Def-Level
    but just at Level 9 and then for 15 Minutes I think
