How/where to get these new "Fantastic" Equipment ?

I found these new Equipment iG, Fantastic Staff, Fantastic Axe....

    Simple answer. You can't

    Long answer... Notice how there are no drop locations listed. No manufacturing info, ect.? Yeah that means it's not implemented.

    I found only chest and pants at npc near general summer chu.. i dont remember name and rest of that i still looking sorry i tell u more when i findb:bye
