Befuddling Creeper Frustrations

I've been wandering around the Dragon Hunters Tribe for some time now. But I cannot find the Befuddling Creeper. Does any one have any idea to where it might be?

    The quest should take you right to a place where you need to dig something, then it will spawn and you kill it.
