how do you craft runes?

ok i cant figure out how to craft runes for the life of me can someone help me out here?

Everything has its beginnings, but it doesn't start at one. It starts long before that... The world is born From zero. The moment zero becomes one is the moment the world springs to life. One becomes 2. 2 becomes 10. 10 becomes 100. taking it all back to one solves nothing. so long as zero remains... One.. Will eventually grow to 100 again.

    From what I've looked at you've got to get special mats to even learn the skill. So far the special item isn't available unless you can only get it from a guild base (most likely). The effects are awesome, but if you are required to get those items required from a guild base I don't see me ever using them! b:cry
