As of this week, however, PWE is no longer accepting players from Russia due to certain changes.
There is a Russian version of Perfect World that you can play. b:surrender
If you are a player who has an account before this week, and are having troubles with the website or games, please contact Customer Support in a ticket so they can check out your account and try to help you.
1) If this is an official decision, please explain why Russia is not included in the list of banned regions here: https://support.perfectworld.com/ics/support/default.asp?deptID=15058
2) If this is a decision made by some of the PMs on their own initiative, can you please tell us their names? Are they by any chance personally or financially connected with someone of Mail.ru management? I think this might be a mildly interesting question for the PWI owners.
3) If this is, after all, a technical bug that is just difficult to fix, please let us know.
And personally, I am just curious: you may have some grounds to dislike Russian players or Russia on the whole, its your souvereign right. But tell me, WHY kill the goose that lays the golden eggs?
I'll copy this message as a tech support ticket.

http://pw.mail.ru/ <= Russian perfect world. Just like how Chinese people can't play international version, or people from the Philippines can only play their Philippines version.
I don't know their reasoning for this, might be bandwidth and to limit amount of players to a few specific locations (North America/Europe mostly I guess). But yeah, you can play a full Russian perfect world.[SIGPIC][/SIGPIC]

Everything has its beginnings, but it doesn't start at one. It starts long before that... The world is born From zero. The moment zero becomes one is the moment the world springs to life. One becomes 2. 2 becomes 10. 10 becomes 100. taking it all back to one solves nothing. so long as zero remains... One.. Will eventually grow to 100 again.0 -
i think the OP is of the opinion that stopping NEW russian players from playing this version of the game will cause them to lose out financially to a large degree - you know, like cutting off your nose to spite your face.
I don't see the issue as he obviously has an existing account and so can continue to play. He just won't be able to create any new accounts is all.[SIGPIC][/SIGPIC]
There is no place in a perfect world for double entendre!0 -
I'm not from Russia but i think that this sux.
I hope they make avaliable for russian players to be able to transfer their char's if Russia is really banned from PWI.[SIGPIC]http://pwi-forum.perfectworld.com/image.php?type=sigpic&userid=15081871001&dateline=1339865979[/SIGPIC]

can't you read - russia is not banned. people can still play their existing characters (and presumably any new characters created) on a PRE-EXISTING account. PWE are simply limiting who can now set up new accounts to allow the official russian version a chance to get going. There will be no need to transfer characters as EXISTING players can continue to play. At least that is how i am reading it.

I am sorry, but your suggestions about bandwith and limit amount of players don't look valid, no offence meant.
If there is an official agreement between PWI and Mail.ru about restricting Russian players from the international version of the game, there should be an announcement about it.
Otherwise, the situation raises suspicions of some covert affairs between management of the two totally independent companies. I just want these suspicions to be dispelled.
And for your information, Russia, unlike the Philippines and China, has territory both in Europe and Asia, and the majority of its inhabitants technically lives in Europe. Russia is even listed as the largest European country by both area and population. You may want to look here, for example.0 -
People really don't get the picture do they ?
When a game is LICENCED to a company, in whatever country that company resides, the main branch will always remove/prevent the login/creation of accounts from that specific country to other licenced countries.
If a korean game for instance, is licenced to an american company, the koreans will NOT be able to play on that american based server IF it is included in the licencing contract.
So IF the russian based company who gets a licence for PW stipulates in their contract that they reserve the right for russian based players to be able to login only to their servers, then those same russian players will be prevented to play on other licenced servers.
It's plain economics and it depends on the licencing contract.
p.s. : NO company is obligated to disclose the contents of their contract to anyone, esp not their own players. You either play or you don't, they don't need to tell you anything in fact. (Although it would be "pollite" to do so)0 -
Then I don't know, only reason I can think of is because there's a specific version of this game in Russian. PWI hardly cares about their management or w/e. Maybe the Russian version is paying PWI to ban all Russian IP addresses so they get more players o:!

There are some nuances here I probably have to explain. The Russian version of the game did not suddenly pop up the other day. It has been released in march 2009, almost two years ago. All this time Russian players were entitled to use both versions, strange as it is.
Now things are changing, which is perfectly OK with me. It's not the new restriction that confuses me, it is the inconsistency of the situation.
On the one hand, the only reply Russian players get from the Support when they submit a ticket is "your country is not listed among the restricted areas, please try another browser".
On the other hand, literally at the same time, darthpanda16 tells us on the forum board that Russian players are restricted from creating new accounts. This is an important announcement but it appears on the last page of a not very relevant thread (people were asking there about charging zen). It took me some while even to find this post.
I think that it is a bit strange, when the left hand doesn't know what the right hand is doing, at least in business matters.
Of course, no company is obligated to disclose the contents of their contract to anyone. I am not so sure about their right not to tell about the fact of existence of such a contract between Mail.ru and PWI. OK, if they are not telling, let them say they are not telling at least.
You see, I just want to know what to do. Today they restrict me from charging zen to the game (or do they? nobody has so far answered this quistion) and from creating new accounts, tomorrow they will ban me totally without any notice.
Hmmm, and the next day they will probably restrict you for living in a wrong place. b:laughb:laughb:laugh
And you will know about it from page 16 of an obscure thread on the board.0 -

My phrase about killing the goose that lays the golden egg only means that Russian players are as good cashshoppers as anyone else. The first question people used to ask joining the PWI often was "And how does one charge zen here?" Thank you for your attention b:pleasedb:pleasedb:pleased0 -
in Russia, u ban the game0

There several other official PW that already running for a long time but didn't get ban from PWI.

Comrades have already been making many accounts for other Russian comrades, at best this will slow down new players only.
At worst this will move to a region ban or more strict controls.[SIGPIC][/SIGPIC]0 -

And I must say you've been very gentle choosing words for describing the real picture in that version of PWI.
Thus yeah... this looks like something sinister is going on between mail.ru and the big guys of PWI.0 -
OP - Russia has their own client license and as a result of that Russians are only permitted to play on that version. That is the only reason why you cannot acces PWI, which is the North American version of the game.
