What does this mean and how does it lvl up?

Under my username or name of my charecter there is a bar and it is full 99/100. What is this for? and do i need to lvl it up? And if i do how do i do it? Thanks!

    Thats your chi bar. You create chi via attacking mobs, and utilize it for certain skills. When you hit lvls 29, 59, and 89, you will earn a red stone next to your chi bar. Those stones, when full, represent 100 chi.
