Question about ☆☆☆Yin

So my friend was opening Pan Gu's packs and got a ☆☆☆Yin. He wants to make it into a ☆☆☆Pestle of Nature's Secrets.

Heres the dilemma. It tells us to take it to Distributer of Awards, but each location it says to go to, nothing is there. We are stumped. i have looked on the internet for solutions and can not find anything. Anyone know what to do?

    I don't know if this helps or not or if it even exists, but it does have coords.

    They look to be the same item with just different names. Same refines, level requirement, etc., etc.

    I'd suggest contacting a GM in game and ask them, they might have some info on it and tell you whats up.
